Nowadays, having complete HEALTH means a producing life from socially and economically point of view. World HEALTH organization defined the HEALTH as a physical, psychology and social complete welfare and not being patient or disabled. Attention to social dimension of HEALTH made a vast mutation in analyze of societies from HEALTH rate. Social dimension of HEALTH involves levels of social skills, social function and ability of everybody selfreorganization as a member of society. In order to realization of social HEALTH in the society members, it is very important to provide social security as a fundamental need for society. Also social HEALTH will result in development of social security in the society because of emphasis on people's attraction in social charts and acceptance of social norms. Possibility of providing aims of COMMUNITY policing is more because of having people with upper social HEALTH in reason of easily social participation and increasing social trust.

The concept of HEALTH promotion, first appeared in 1975, introduced a new perspective for HEALTH activities. As a consequence, the World HEALTH Organization (WHO) suggested that attention to HEALTH promotion needs should take precedence over treatment and prevention. This concept gradually developed into mental HEALTH field and now COMMUNITY mental HEALTH is the core policy and orientation of many practitioners and programme developers. Although some of the practitioners believe that the focus of HEALTH promotion programmes are on normal people rather than the sick or high risk individuals, today it is believed that mental HEALTH and well-being of people with mental disorders and disabilities can be promoted through these programmes.
